The issues common to almost all forests include:

• Insufficient community involvement.
• Lack of unanimity among the community for protection of forests.
• Low levels of funds for the protection of forests.
• Lack of sense of responsibility for protection of forests.
• Trend to make easy money through illegal cutting/felling of forests.
• Inadequate forest supervisory staff
• No demarction of forests except the commercial forests
• Timber and firewood taken by non-residents
• Unsatisfactory level of pro-active management planning
• Inadequate institutional capacities and professional approach
• Little understanding of the relationship between environment, resources and development
